The Engineering Experiment Station (EES) was created by the General Assembly of Georgia in 1919 to develop natural resources, industries and commerce in Georgia. The EES did not become an active unit until 1934 due to an initial lack of funding. Harry Lichtenwalter Baker, Jr. graduated from the Georgia Institute of Technology in 1934 with a degree in Chemical Engineering. As a student, he was a member of Phi Kappa Phi, and he was active in the debating society and Alpha Chi Sigma.
